Sheriff Leo Mioduszewski


Isabella County Sheriff Leo MioduszewskiSheriff Leo Mioduszewski has over 22 years of law enforcement experience. He has worked for the Otsego County Sheriff’s Department, Mancelona Police Department, Central Michigan University Police Department and is now Sheriff of the Isabella County Sheriff’s Department.

Sheriff Mioduszewski graduated from Central Michigan University with a Master’s
degree in Public Administration and a Bachelor of Applied Arts degree in Business Administration and Communications. He is a graduate of the F.B.I. National Academy, the National Sheriff’s Institute, Michigan Sheriff Association’s “Institute for Sheriffs” and has earned an Advanced Police Training certificate from the Michigan Commission on Law Enforcement Standards. He is also a trained K-9 Handler and has been partnered with K-9 Lizzy for 8 years.

Sheriff Mioduszewski is active in many professional associations including the National Sheriff’s Association, Michigan Sheriff’s Association, International Association of Chiefs of Police, Michigan Association of Chiefs of Police and Michigan Association of Hostage Negotiators. He has been elected to the Board of Directors for the Michigan Sheriffs’ Association and the Law Enforcement Executive Leadership Institute.

Sheriff Mioduszewski is active within the community with service-oriented clubs. He is a member of the Mt. Pleasant Kiwanis Club, the Mt. Pleasant Optimist Club, Eagles Club, Mt. Pleasant Lions Club and the Mt. Pleasant Area Chamber of Commerce.

Undersheriff John Tellis

Isabella County Undersheriff John TellisUndersheriff Tellis started his law enforcement service in 1984 with the Portland Police Bureau in Portland, Oregon. His experience there includes patrol, training, investigations, supervision, and administration. John also served as the commander of the Internal Affairs Division and the Training Division. During his time in Oregon, John attained law enforcement certification at all six levels that the state awards, from Officer through Executive.

Undersheriff Tellis graduated from Michigan State University in 1976 with a Bachelors of Science in psychology. After moving to Oregon, he attended Portland State University and received a Masters of Science in adult education. John believes that learning is a life long process and is dedicated to improving the law enforcement practice through training.

Undersheriff Tellis is committed to community oriented policing. Sir Robert Peel, founder of the Metropolitan Police in London said “police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police.” John believes in the principles espoused by Sir Robert Peel and will work to build positive relationships between the Sheriff’s Department and citizens of Isabella County.

Jail Administrator, Lt. Tom Recker

Lieutenant Tom Recker Jail AdministratorLieutenant Tom Recker has been with the Isabella County Sheriff’s Department since 1981 and was promoted to Jail Administrator in 1985. As the Jail Administrator, he oversees the operations of the facility including the supervision of Corrections and Food Service Staff. Lt. Recker also deals with policy development, Department of Corrections guidelines and inmate custody issues.

Lt. Recker works closely with other county and state agencies to maintain the jail population and plan for the future of the facility. During his employment, he was directly involved in the three major jail expansions. The jail generated over 1 million dollars in revenue in 2006.

Administrative Assistant, Jennifer Wilson

Jennifer Willson Administrative AssistantAdministrative Assistant Jenifer Wilson provides administrative support to the Sheriff, Undersheriff and Jail Administrator. She maintains the financial records for the department including inmate housing, inmate medical, payroll, accounts receivable and accounts payable. She is also the program coordinator for contractual and grant programs such as inmate health insurance, secondary road patrol, marine patrol and budgeting.

Jenifer also provides technology support for jail booking software and records management software, as well as scheduling for road patrol, sergeants, detectives, special assignment employees and special programs such as boater safety.
